Correct. It's not necessarily an "all cars need all setups recreated" thing but because of the changes, to a significant number of cars, it's quite possible that a setup you've made 'might' not work with the new handling. It's more of a precautionary measure, to avoid "why is this car so weird now, this patch broke the handling" posts
